David is a lifelong resident of Virginia's Shenandoah Valley who has dedicated more than 36 years to public safety, emergency management, and community service. Throughout his career, he has served in leadership positions at the local and federal levels, earning a reputation for integrity, collaboration, servant leadership, and evidence-based decision-making.
David currently serves as a Grants Program Analyst with the Federal Emergency Management Agency (FEMA) in the Grant Programs Directorate, where he manages federal grant programs that strengthen fire and emergency services nationwide. His responsibilities include grant oversight, compliance, technical assistance,
project monitoring, and collaboration with federal, state, local, and tribal partners. He currently manages more than $50 million in federal Research and Development grant funding dedicated to improving firefighter and public safety capabilities.
Prior to joining FEMA, David served more than 23 years with Shenandoah County Fire and Rescue as Deputy Chief, Fire Marshal, Deputy Emergency Management Coordinator, Hazardous Materials Coordinator, and later Director of Emergency Communications. He built the county's Fire Marshal Division from the ground up, led inspection and investigation programs, managed hazardous materials responses, coordinated emergency management operations, and secured more than $1 million in grant funding for public safety initiatives. He also directed the county's 911 Emergency Communications Center, overseeing emergency communications and
operational readiness.
David began his public safety career at age 14 as a volunteer firefighter with the Edinburg Volunteer Fire Company before becoming a firefighter/paramedic in Warren and Rockingham counties. During his career, he has responded to thousands of emergency incidents, supervised complex multi-agency operations, investigated
fires and environmental crimes, and led emergency response during floods, hazardous materials incidents, wildfires, and other disasters. He has also served as a Fire Code Official, sworn law enforcement officer, instructor, and emergency management leader.
His professional qualifications include extensive federal and state training in emergency management, hazardous materials response, fire investigation, law enforcement, grants management, and disaster operations. He holds
FEMA's Professional Development Series, Advanced Professional Series, Planning Section Chief, Operations Section Chief, and Advanced Incident Command System certifications, along with training from the National Fire Academy, Federal Law Enforcement Training Centers (FLETC), Environmental Protection Agency (EPA),
Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Drug Enforcement Administration (DEA), and numerous other organizations.
Beyond his professional career, David has remained committed to serving his community. He has served as an American Red Cross Board member, Chairperson of the Woodstock Rotary Club's Santa Express program, and in leadership roles with numerous fire service and emergency management organizations. David and his wife,
Valerie, also operate Lost Bottoms, a free community sunflower farm in Edinburg that welcomes visitors each year and provides families with a place to gather, enjoy nature, and create lasting memories.
David and Valerie are the proud parents of William and Elizabeth, both graduates of Valley Baptist Church School and now students at Liberty University. Their family attends Restoration Fellowship Church in Strasburg, where they actively serve in multiple ministries.
